   Thankfully I have generally been able to avoid withdrawing cash from non-cooperating banks. Although the bank my card is from now charges its own customers if they do not have a certain amount deposited every month, which I think is total rubbish. despite meeting the requirement to avoid the charge.
   ghost:
   Accost means to get aggressively proclaim your presence, to make yourself someone else’s business, often with some kind of demand, which Automated Teller Machine fees do to customers. Fees also [ac]cost customers money. It perhaps is not a GOOD joke!
